Back Yard Recreational Fires

  • No. Village ordinance strictly forbids the burning of leaves.

  • Yes, firepits are allowed so long as they are "recreational burning" types of firepits. Section 12-3 of the Village Code of Ordinance states the following:

    Recreational campfires shall be permitted, provided:

    • (1) The campfire shall be no more than 36 inches in diameter;
    • (2) The campfire shall be contained within a fire pit or fire ring made of metal, stone, masonry, brick, or other noncombustible material designed to restrict the size and spreadability of the fire;
    • (3) An area clear of all combustible materials is maintained a minimum of 48 inches outside of the fire pit or fire ring;
    • (4) The campfire shall be constantly attended by a competent person of at least 18 years of age until the fire is extinguished and is cold. The person shall have readily available for use such fire extinguishing equipment as may be necessary for total control of the fire;
    • (5) Only seasoned firewood, small twigs and kindling, which do not extend outside the fire pit or fire ring, are used; and
    • (6) Smoke, odor and/or sparks do not create a nuisance or danger to persons or property.

    (b) Patio fireplaces. Burning within patio fireplaces shall be permitted, provided:

    • (1) An area clear of all combustible materials is maintained a minimum of 48 inches outside of the patio fireplace;
    • (2) The patio fireplace shall be located at least 25 feet from the nearest structure which is not on the same property as the patio fireplace
    • (3)  (The patio fireplace shall be constantly attended by a competent person of at least 18 years of age until the fire is extinguished and is cold. The person shall have readily available for use such fire extinguishing equipment as may be necessary for total control of the fire;
    • (4) Only seasoned firewood, small twigs, and kindling, which do not extend outside the patio fireplace, are used; and
    • (5) Smoke, odor and/or sparks do not create a nuisance or danger to persons or property.

    c) Grills. Open burning within outdoor barbecue, gas and charcoal grills for the express purpose of food preparation shall be permitted. Said outdoor barbecue, gas and charcoal grills shall be used only as originally intended by the manufacturer and/or in accordance with manufacturer's instructions.

    Please note that these are the general prohibitions for having fires on property within the Village. Per Section 12-2 of the Village Code of Ordinance:

    (a) No burning shall be permitted at any time or in any location which creates a nuisance, hazard, or annoyance to persons or property by reason of heat, flame, fly ash, sparks, smoke, or odor.

    (b) No burning shall be permitted at any time or in any location when:

    • (1) The Department of Natural Resources has issued a ban on burning due to fire danger; or
    • (2) The Department of Environmental Quality has declared an "air quality action day" applicable to the village.

    c) No open burning of refuse or yard waste shall be permitted.

    (d) No open burning of any materials in commercial and industrial zoning sites, whether on the ground or in a container, shall be permitted except in accordance with section 12-3.

    (e) No open burning shall be permitted on any village street, curb, sidewalk, alley, parking lot, park, or property; except that open burning within barbecue, gas and charcoal grills for the express purpose of food preparation shall be permitted under the following conditions:

    • (1) When used within village parks;
    • (2) On other village property when a written permit has first been obtained from the village manager or his designee.

    (f) No other open burning of any material shall be permitted except in accordance with section 12-3.

  • No. Village ordinance does not permit any burning of refuse -- in any manner -- within the Village.

Benches

    This program is for sponsored benches to be placed in a Village park or in downtown Lake Odessa.

    Please note that, due to the popularity of this program throughout the years, the Village is not currently accepting donations for downtown benches. However, we are still accepting donations for park benches at this time.

Boards and Committees

  • The Village has many opportunities for residents to get involved in their community! Village Council, the Downtown Development Authority (DDA), Planning Commission, Arts Commission, and the Zoning Board of Appeals are  Boards and Commissions that are directly part of the Village. Boards and Commissions that are separate from the Village, yet have Village representation (as approved by the Village Council), include the Jordan Lake Board, the Lakewood Wastewater Authority, and the Lakewood Recreational Authority. Brush and Yard Waste

  • Brush and Yard waste is scheduled for Village wide pick up on the third Monday of the Month from April through October, with the exception of April’s 1st and 3rd Monday pick up. For more information, please click here.

Building/ Construction

  • Building permits are issued by the Ionia County Building Department, not by the Village of Lake Odessa. To contact the Ionia County Building Department, please click here.

Cemetery

  • Lakeside Cemetery is owned, operated, and maintained by Odessa Township -- not the Village of Lake Odessa. For more information on Lakeside Cemetery, please call the Odessa Township offices at (616) 374-4237. You can also visit their website by clicking here.

Code Enforcement

  • Per multiple sections of the Village's Code of Ordinance, in the performance of the Code Enforcement Officer's duties, they can access properties if a violation of Village's Code of Ordinance is observed. For example, Village Ordinance, Section 10-162 states: "The police department, village manager or their designee shall have the right to enter private property at any reasonable hour of the day or night for the purpose of making a compliance survey of the premises or collecting other data and material pertaining to public health, safety and welfare and enforcing this article. No person shall resist or attempt to prevent such officers from carrying out the purposes set forth in this article. Such officers shall have in their possession and shall carry upon their persons at all times, while carrying out the duties outlined, sufficient credentials identifying themselves. Such credentials shall be exhibited by the bearer on demand to any person in charge of any premises such officer seeks to enter." The Code Enforcement Officer is a "designee" of the Village with regard to matters of code enforcement.

Credit Cards

  • The Village does accept credit cards for water/ sewer bills and for taxes. Please note that a fee is levied by the credit card companies for this service. To pay using a credit card, please visit the Page Memorial Building (839 Fourth Avenue) during normal business hours (M-F, 8:30 am until 4:30 pm), call the Village Treasurer Kathy Forman at (616) 374-8062, or click here to pay online.

Fences

  • Yes. A zoning permit from the zoning administrator is required prior to erecting a fence in the Village.

Garbage and Refuse Collection

  • No. The Village does not perform trash/ garbage, or refuse collection. Nor does the Village have a contract with any garbage/ trash/ solid waste haulers. Many businesses and residents in the community use either Granger or Waste Management for garbage collection.

Golf Cart Rules

  • Yes. On or after October 2, 2023, existing registrants will need to visit the Page Memorial Building to update their registration. They will need to bring:

  • To register your cart, you'll need to visit the Page Memorial Building with the following:

    1. Completed golf cart registration form.
    2. Valid driver’s license.
    3. Vehicle or Equipment Certificate of Insurance (ACORD Form 23)

    (Form will be available Monday, October 2, 2023 online or at the Page Memorial Building)

  • Golf carts may not be driven at night (from 30 minutes before sunset until 30 minutes after sunrise).

  • Drivers must be at least 16 years old and have a valid driver's license.

     

  • No. The following streets are closed to golf carts:

    1. Jordan Lake Street/M-50. The State of Michigan has not authorized golf carts to be driven on  M-50 in the Village of Lake Odessa.
    2. Jordan Lake Avenue between Bonanza and Emerson.
       

    Additionally, the following areas are closed to golf carts:

    • Sidewalks
    • Village Park
    • Municipal Beach Sand/Grass Areas
    • Jordan Lake Trail Extension

     

Grass and Lawns

  • Yes. Per Village Ordinance 10-131 to 10-139, weeds and grass within the Village cannot exceed a height of 8". Also, per this ordinance, "It shall be the duty of the occupant of every premises and the owner of every unoccupied premises within the village to cut, remove, or destroy by lawful means all such weeds and grass as often as may be necessary to comply with the provisions of section 10-133." Failure to keep lawns and weeds below the height of 8" will result in a municipal civil infraction.

    Upon receiving notification as set forth in section 10-136(b), the occupant or owner of unoccupied premises shall cause the weeds, grass and other vegetation to be cut, removed, or destroyed by lawful means within 72 hours, and shall thereafter continue to maintain such vegetation at a height of less than eight inches for the remainder of the calendar year.

    Failure to cure a violation of section 10-133 or 10-134 in a timely manner will cause the village to abate the violation. The village shall keep an account of the expense of the abatement, and such expense shall be charged to and paid by the owner, occupant or person in possession or control of the premises. Fees for abatement by the village shall be determined from time to time by resolution of the village council.

    Per Village Council action of June 20, 2022, the cost for the Village to abate weed and grass violations is the following:

    • First Violation Resulting in the Abatement of Nuisance by Village Personnel within a calendar year: $100.00.
    • Second Violation Resulting in the Abatement of Nuisance by Village Personnel within a calendar year: $125.00.
    • Third Violation Resulting in the Abatement of Nuisance by Village Personnel within a calendar year: $150.00
    • Fourth Violation, and all subsequent violations, Resulting in the Abatement of Nuisance by Village Personnel within a calendar year: $175.00

    When residents don't keep the grass on their property below 8" and the Village has to abate the violation, this not only costs the violator money (abatement charge and municipal civil infraction fine) but it also costs the entire Lake Odessa community. Our DPW is a small staff and having to abate a grass/ weed violation takes away time that could be better used to: pour a new sidewalk, sweep a street, fix a pothole, empty trash cans, mow and maintain the parks, clean restrooms, or prepare the beach for daily use, among many other important activities throughout the community. We ask all residents/ property owners to help their pocketbooks, help their neighbors, and help the community of Lake Odessa by keeping their grass cut regularly and to maintain a height of less than eight inches.

Jordan Lake

  • No. The Municipal Beach is a "swim at your own risk" area. 

  • No. Dogs, or any other pets, are not permitted at the beach or in the swimming area.

  • While the Village does have public access areas to launch a kayak or canoe, to launch powered boats or jet skis you will need to go to the boat launch located outside of the Village, on Tasker Road.   • The dock is put in by our DPW every spring and removed each fall. This dock is free to use and is considered "first come, first served." Boats may only be docked for a maximum of 4 hours and overnight docking is not permitted.

  • With heavy rains or periods of very dry weather, the lake levels in Jordan Lake can -- and will -- fluctuate. Unfortunately, there is little that can be done to control these periods of fluctuation in lake levels. The Village has no apparatus to control the water levels in Jordan Lake. Mother nature can be fickle and this can be the frustrating part of residing on or near a body of water.

  • The Village's Beach is a highly popular, and heavily used, park within the Village and we invite residents and visitors to utilize it in the summer months. However, Lake Odessa is situated on what is commonly called "the wave end" of the lake -- this tends to move any floating debris to our side of the lake. During the summer months, our Department of Public Works cleans and manicures the beach to keep it looking nice and usable for guests. Furthermore, this lake -- while not only fun for families to use for swimming -- is also considered an excellent fishing lake. Fish reside where food is plentiful and accessible.

  • Per Village ordinance, the Municipal Beach is open from 6:00 am until 10:00 pm.

  • The Village's Municipal Beach is located on M-50 (Jordan Lake Street) near Buddy's on the Beach in Lake Odessa.

Leaves

  • When leaves fall in mass quantities (typically after the full color change) residents are allowed to rake only leaves to the curb after notification. The DPW crew will then vacuum them.  PLEASE, do not mix other debris with the leaves as it plugs up the vacuum truck.  All other yard waste must still be bagged. The last day for leaf removal by vacuum is November 23rd. Do not rake leaves to the curb after 7:00 am November 23rd.

    During the spring and summer months (April-October), all leaves must be bagged in bio degradable paper lawn bags. DPW crews will not pick up any brush or yard waste in plastic or any other container that is not clearly marked as bio degradable. These bags need to be placed at the curbside by 7:00 am on the third Monday of the month.

  • During the fall, the DPW will start vacuuming leaves when they fall in mass quantities. You will see this truck making multiple passes around town for 3-4 weeks. Though Lake Odessa is a small town, there are still lots of streets to cover, so please be patient.

  • Raking leaves into the street will cause rain to direct leaves into our storm sewer, which will clog the system and will not allow for proper drainage of rain. Clogged storm sewers will lead to flooding. Raking leaves to just behind the curb will help to minimize the amount of leaves that get into our storm drains. Also, raking dry leaves into the parking area on Village streets can cause an automobile's catalytic convertor -- which generally reach an average operating temperature between 1,200 and 1,600 degrees -- to start piled leaves on fire. 

New Businesses

Page Memorial Building

  • No. While the Page Memorial Building (Village offices) is a drop point for UPS, FedEx is not accepted. 

  • No. The Page Building is simply a drop-off point for UPS packages. Furthermore, the Village of Lake Odessa is not responsible for any lost, stolen, mis-delivered, undelivered, or missing packages. We are simply a drop-off point as a convenience to the community.

  • Village offices are open from Monday through Friday, 8:30 am until 4:30 pm. The Page Memorial Building is located at 839 Fourth Avenue, Lake Odessa, Michigan, 48849.

Parking

  • Set by Village Council resolution in 2020, the fines for parking violations within the Village can be found by clicking here.

  • Per Village Ordinance, Section 32-58, "No motor vehicle, camper, motor home or trailer shall be parked on any street within the village between the hours of 2:00 a.m. and 6:00 a.m. from November 1 of each year to April 1 of the succeeding year." So, from November 1st to April 1st, no vehicle may be parked on the street between 2:00 am and 6:00 am. The purpose of this ordinance is to allow our DPW to safely and effectively clear the streets of snow. 

    Each violation of this ordinance will result in a parking ticket, with a fine of $10.00 per occurrence. 

Pavilion Rentals

  • Both the Park Pavilion and the Beach Pavilion are available for rent for parties and events. The Village has a calendar that shows previously booked rentals and when open times are available. Please note that any online application filled out must first be approved, and payment accepted, before the reservation is considered secure. Planning and Zoning

  • Prior to any new construction, a property owner will need to contact Jeanne Vandersloot, the Village's Zoning Administrator, at (616) 897-4242.   • Building permits in the Village of Lake Odessa are issued by the Ionia County Building Department. For more information on obtaining a building permit, please call (616) 527-5374. Their website can be viewed by clicking here.

  • The fee for a zoning permit application is $25.00.

  • The Village's Zoning Administrator is Jeanne Vandersloot. For any and all questions pertaining to planning and zoning, Jeanne is the person to contact before you build. Jeanne can be reached at (616) 897-4242.

Police Department

  • The jurisdiction of the Village's police department extends only to the borders of the Village. If you live outside of the Village and require police response, you will need to contact (depending upon where you reside)either the Ionia County Sheriff's Department at (616) 527-5737 or the Barry County Sheriff's Department at (269) 948-4801. We also strongly suggest that, for the fastest response, all residents contact Ionia County Central Dispatch at (616) 527-0400. As we have a small police department, our officers are routinely on patrol during their shifts which means they are not by the office phone -- Central Dispatch can contact our officers immediately through police radios and direct them to calls within the Village.

  • In the event of an emergency, please dial 9-1-1.

    For non-emergency issues, there are a few ways to get a hold of the police department. The first way is to call the Chief of Police, Kendra Backing, at (616) 374-0722. The second way is to call the police department's main line at (616) 374-8845. Please note that we have a small police department (though highly trained and highly effective) so our officers are performing road patrols for most of their shifts and are incredibly active in the community. One of the most effective ways to contact a police officer is to call Ionia County Central Dispatch, who are able to contact the officer on duty via police radio and will instruct the officer on duty to contact you as soon as possible. Property Information

  • The Village of Lake Odessa does not perform property surveys, nor do we recommend any single surveying company to be used for this service. Property owners wishing to have a survey performed will need to research and secure their own surveyor/ company for this work.

  • An excellent first step to researching information on properties within the Village is Ionia County's GIS page. Property Line Disputes

  • Property line disputes are a civil matter and are therefore not handled by the Village of Lake Odessa or the Lake Odessa Police Department. Residents that believe their property line is incorrect will need to contact a surveying company to have a survey performed in order to determine the correct property line.

Public Works

  • DPW is an acronym that stands for "Department of Public Works." And what do they do? The answer is, quite simply, a lot for the community. The following is in no way an exhaustive list: in the winter, they plow the streets and public parking lots and keep the Village's equipment in tip-top shape. In the spring, they head up the May Cleanup, install the seasonal municipal dock, prepare the beach for the summer season, sweep streets, trim trees, paint public buildings, etc. In summer they prepare the Village Beach, maintain Village Park, clean public bathrooms, empty public trashcans, hang banners, clean the parks, water flowers, replace sidewalk, replace curbs, trim trees, fill potholes, and much more. In the fall, they pickup brush and leaves. Throughout the year, they maintain the water system, read water meters, install water meters, perform water shutoffs, perform maintenance of equipment and buildings, and a whole lot more.

Recreational Vehicles

  • No. Per Village Ordinance 32-82, "No person shall operate a snowmobile upon any highway, street, alley or sidewalk within the village"

  • No. Per the Lake Odessa Zoning Ordinance, RV's cannot be used as a permanent residence on a property in the Village. Section 36-63(f)(2) states the following: Parking, storage, or use of major recreational equipment. For purposes of these regulations, major recreational equipment is defined as including boats and boat trailers, recreational trailers, pick-up campers or coaches (designed to be mounted on automotive vehicles), self-propelled dwellings, tent trailers, and the like, and cases of boxes used for transporting recreational equipment, whether occupied by such equipment or not. No major recreational equipment shall be parked or stored in any required front yard of any lot in a residential district, except in the driveway. However, such equipment may be parked in a front yard of residential premises for not more than 24 hours during loading or unloading. No such equipment shall be used for permanent living or housekeeping purposes when parked or stored on a residential lot, or in any location not approved for such use.

Selling Door-to-Door

  • Selling door-to-door is allowed in the Village but, per Village Ordinance 21-6, "No person shall engage in the business of a peddler or solicitor within the village without first having obtained a license to do so issued by the village clerk, except as otherwise set forth herein." Selling door-to-door without a license from the Village will result in a Municipal Civil Infraction ticket being issued. To view the governing ordinance in its entirety, please click here. Sewer Service

  • The sewer/ wastewater service in the Village of Lake Odessa is operated, owned, and maintained exclusively by the Lakewood Wastewater Authority (LWA), an entity that is separate from the Village. The LWA maintains all aspects of the wastewater/ sewer system, sets rates, and sets policies and procedures for the wastewater system. While the LWA is a separate entity, their office is located in the Page Memorial Building and all quarterly billing for services are done in conjunction with water billing by the Village. Sidewalks and Snow

  • In short, it is the owner and/ or occupant that must keep their sidewalks clear of snow and ice in the winter. Per Village ordinance 28-34(a), "No person having the care, either as owner or occupant of any house, building or lot, shall permit any snow, ice, dirt, rubbish, including broken bottles and glass, filth, obstruction, or other articles, or any nuisance, to remain upon the sidewalks in front of such house, building or lot for longer than 24 hours; and when ice is formed on any sidewalk, the owner or occupant of the abutting premises shall, within 12 hours after ice has formed, cause such ice to be removed or cause salt, sawdust, sand, or other abrasive material to be strewn thereon."

    Failure to maintain sidewalks, as outlined in 28-34(a) will result in a municipal civil infraction ticket as well as abatement of the nuisance by the Village, as outlined in Village ordinance 28-34(b): "If the owner or occupant of any lot, lots or premises neglects or refuses to comply with the requirements of subsection (a) within the stated time period, then the village manager or his/her designee may remove, or cause to be removed, said snow, ice, dirt, rubbish, filth, obstruction or other articles, or any nuisance, at the expense of the owner or occupant, and the amount of all expenses incurred thereby shall be billed to the owner."

Signs

  • Signs are not allowed to be posted on lightpoles and will be removed immediately by Village staff. Per Village ordinance 10-38(a), "No person shall attach, place, paint, write, stamp, or paste any sign, advertisement, or any other matter upon any lamppost, electric light, railway, telegraph or telephone pole, shade tree, fire hydrant, or any box covering them; or any bridge, pavement, sidewalk, public building, or any property or thing belonging to the village, or on any article or thing within any park."

Social Media

  • At this time, the Village utilizes two Facebook pages -- one for the Village as a whole and one for the Police Department. We utilize these for informational purposes only and they should not be used for reporting a complaint, a crime, or any issue that needs immediate assistance -- while these are monitored throughout the regular workweek, they are not monitored 24/7. Social media is a great tool for communication but we encourage anyone that requires immediate assistance to call a specific department directly. Soliciting in the Village

  • Per Section 21 of the Village Code of Ordinance, individuals and businesses looking to perform door-to-door sales (peddler, solicitor, canvasser, etc) need to obtain a peddler/ solicitor license prior to the commencement of door-to-door selling activities. Failure to obtain a peddler/ solicitor license will result in a municipal civil infract ticket. To download a peddler/ solicitor's application, please click here. Trees

  • The Village of Lake Odessa is responsible for only those trees that are in the Village's right-of-way. If you have questions on these trees, the Village's DPW Supervisor -- Jesse Trout -- would be happy to inspect the tree in question and make a determination as to whether it needs to be removed or not.     Trees located outside of the Village's right-of-way are the responsibility of the property owner and you will need to contact a tree service company for an inspection and removal. 

UPS Drop Box

  • The Village of Lake Odessa does have a UPS dropbox at the Page Memorial Building, located at 839 Fourth Avenue. Please note that this is a dropbox location only and staff cannot help with the actual labeling of your package or answer any specific questions about this UPS service. We are simply a drop point for the convenience of residents. Questions on the delivery or shipping of packages must be directed to UPS.

    Please note that we have a drop-point for UPS packages only and that FedEx, DHL, or other delivery services will not be picked up at the Page Memorial Building. Furthermore, neither the Village of Lake Odessa or the Lakewood Wastewater Authority is responsible for lost, stolen, or undelivered packages that may be left for UPS pickup at the Page Memorial Building.

Vehicles

  • Yes, this is a violation of Village Ordinance, Section 10-166, which reads: "The presence of a dismantled, partially dismantled, unlicensed or inoperable vehicle, or parts of a vehicle on any platted or unplatted parcel of land in violation of this article is declared to be a public nuisance" and Village Ordinance, Section 10-167, which reads: "No person shall store on, place on or permit to be stored or placed on or allowed to remain on any private property within the village a dismantled, partially dismantled, unlicensed, or inoperable vehicle, or any parts of a vehicle, except within a completely enclosed building or upon the premises of an authorized junkyard business as may be permitted under the zoning ordinance in Chapter 36 of this Code."

  • Yes, having an expired tab on your license plate is a violation of Village Ordinance 10-166, which requires that all motor vehicles (cars, trucks, vans, motorcycles, etc) have an active, registered license plate affixed. 

Village Council Meetings

  • The Village Council meets on the third Monday of every month at the Page Memorial Building at 7:00 pm. The Council has two periods on each agenda that allow for public comment. The Village Council would be happy to hear any issues that you might have at that time.   • The Lake Odessa Village Council meets on the third Monday of each month at 7:00 pm at the Page Memorial Building, located at 839 Fourth Avenue, Lake Odessa, Michigan 48849. The only exception is in January, when the meeting is moved in observance of the MLK holiday.

  • No. While your postal code may say Lake Odessa, that is simply the code for simple and efficient identification of the location for delivery of US Mail. Please find here a link to Google maps, which shows the borders of the Village of Lake Odessa.

Village Structure

  • While this can be a little confusing, the answer is "no." While the Village and the Odessa Township are linked to a degree (tax assessing and elections), the two are separate entities. For example, if you live outside of the Village and have a question on your property, your taxes or tax assessment, or other matters, you will need to contact Odessa Township as Village staff cannot access your records or assist you with answering questions as Township residents outside of the Village limits are not Village residents.

  • No. Lakeside Cemetery is owned, operated, and maintained by Odessa Township, not the Village of Lake Odessa. For questions about the cemetery, please visit the Township's website by clicking here.

  • While many people believe that it is population based, that is not the case in Michigan. The brief answer is this: Cities are independent entities, with a city charter, and have no direct connection with the surrounding townships, other than shared borders or any agreements that the city and township may have entered into for shared services. Cities hold their own independent elections and perform their own assessing services. Cities are completely autonomous, relative to their surrounding townships. On the other hand, Villages -- such as Lake Odessa -- are still linked with the surrounding township (Odessa Township)to some degree. Most Villages in Michigan follow the General Law Village Act (PA 3 of 1895). While the Village offers some independent services (police, water, planning and zoning, Village administration, Department of Public Works, etc), services such as elections, assessing, and fire protection are provided by Odessa Township. A resident of the Village of Lake Odessa is also a resident of Odessa Township whereas a resident of a city is not a resident of the surrounding township.

  • The Village President is the elected leader of the Village Council. In a "Council-Manager" form of government, the Village Council is a policy-making board and is comprised of elected representatives from the community. The Village Manager is the Chief Administrative Officer of the Village and is responsible to the Village Council for the efficient administration of all affairs of the Village and exercises management supervision over all departments and over all public property belonging to the Village. Where the Council develops and votes to enact policy and direction, the Village Manager is responsible for the day-to-day provision of Village services and the active implementation of policy and direction as set forth by the Council as a whole.

Village Taxes

  • The short answer is that, due to the sale of the home, property taxes "uncapped" and are now at assessed at 50% of the homes value.

    In 1994, Michigan Voters passed Proposal A, which limits the growth in property taxes to the rate of inflation or 5%, whichever is less, but only until ownership of the property is transferred. Once ownership is transferred, the property’s taxable value is uncapped and increases to the same level as the assessed value in the year following the sale. The formula under Proposal A ensures a property’s taxable value does not grow as fast as the property’s assessed value, which should be at or near 50% of market value. However, once the property is sold, the taxable value is uncapped and increases to the assessed value for the year following the sale.

  • The Village of Lake Odessa sends out property tax bills in the summer only. Odessa Township sends out property tax bills in the summer and winter. As Lake Odessa is a General Law Village, residents are still part of the township, unlike a city which is completely autonomous from the surrounding township(s).

    Village tax bills are sent out July 1st and are due September 14th. Any unpaid taxes after September 14th are turned over to the Ionia County Treasurer's Office and are, at that time, made payable to Ionia County only. After September 14th, the Village cannot accept payment of unpaid taxes.

  • As a Michigan General Law Village, elections and tax assessing are performed by Odessa Township, not the Village of Lake Odessa. Odessa Township utilizes Klein Assessing Services for all tax assessing. Klein Assessing Services can be reached at (989) 593-3116.

Water Service

  • Yes! To begin having your water/ sewer bill payments automatically deducted from your checking or savings account, please click here to download the authorization form. Please print it out, complete, and bring/ send to the Page Memorial Building (839 Fourth Avenue).   • Yes, the Village does offer a paperless billing option! To go paperless, please download, complete, and submit our e-bill authorization form.

  • The Village of Lake Odessa, in conjunction with the Lakewood Wastewater Authority, bills for service on a quarterly basis. For questions about water billing, please contact Village Treasurer Kathy Forman at (616) 374-8062 or by email at: treasurer@lakeodessa.org

  • To start or stop water and sewer service, please contact Village Treasurer Kathy Forman at (616) 374-8062 or Lakewood Wastewater Authority Finance Administrator Stacy Storm at (616) 374-3264 during normal business hours (M-F, 8:30 am to 4:30 pm).

  • Water turn-on and turn-offs are performed upon request by the Village of Lake Odessa. A $10.00 fee is charged for customer-requested water turn-off and a $10.00 fee is charged for customer-requested water turn-on. To schedule a water turn on or turnoff, please contact the Village at (616) 374-7110.

  • The Village of Lake Odessa is responsible for water service from the water main to the curb stop. From the curb stop to the building, as well as inside the building, the customer is responsible for any leaks. While Village staff will come out and inspect a reported water leak from the water main to the curb stop, customers will need to either check for leaks in their home (information on checking for a water leak can be found by clicking here) or contact a plumber for any leaks between the curb stop and the building.

  • The Village of Lake Odessa and the Lakewood Wastewater Authority do offer payment plans for customers that are having trouble paying their quarterly bill.   • Generally, water bills see an increase due to a leak within the building. It's amazing how much water can be wasted in three months by even a small leak. Some facts about water leaks:

    • 10% of homes have a leak that waste 90 gallons or more per day.
    • A leaky faucet dripping at the rate of one drip per second can waste more than 3,000 gallons per year.
    • A shower leaking at 10 drips per minute wastes more than 500 gallons per year.
    • A very common water leak can be found in toilets -- a leaky toilet can waste anywhere from 30 to 500 gallons per day!
